(VOVWORLD) - The Party Politbureau's resolution to build and develop Da Nang city until 2030 with a vision to 2045 was promulgated in January 2019, under which by 2030 Da Nang will become a major socio-economic center of Vietnam and Southeast Asia. By 2045 the city will become a large ecological and smart urban area, a center for startups and innovation, and a livable coastal city. To realize the resolution, Da Nang has issued guidelines and policies to support digital transformation and the building of digital infrastructure to serve a smart city.

After more than a year of implementing the resolution, most large businesses, economic institutions, household businesses, and individual businesses in Da Nang now use electronic invoices in place of paper bills. This has made information more transparent and modernized tax management.
Nguyen Huu Hoang, a household business owner in Hai Chau district, said, “Since the tax sector switched to using electronic invoices instead of paper invoices, things are quicker and more convenient. We don’t need to go to the tax office to buy invoices and can take the initiative in issuing electronic invoices.”
Da Nang’s achievements in digital transformation are due to participation by agencies and governments at all levels, and a positive response from people and businesses.
Applications and utilities have been deployed or updated to create greater convenience for people and businesses, and improve the effectiveness of administrative reforms.
To carry out digital transformation and build a smart city, Da Nang has put into operation the Intelligent Operation Center (IOC). After a pilot period, traffic cameras and security cameras were installed to gather data for centralized analysis at the municipal IOC.
The pilot IOC used existing digital data provided by sectors, district Operation Centers (Ocs), and specialized Ocs, which was centralized and authorized for shared use at the municipal IOC.

Da Nang’s IOC collects data from district OCs, from specialized OCs and applications, and from the systems of agencies and communities for monitoring and analysis, thus serving management, policy making, and decision making at all levels.
According to Nguyen Van Quoc, Director of the municipal IOC, “The IOC shares data with residents and tourists so that they have information in emergencies such as storms, floods, or traffic jams and can respond quickly.”
Le Trung Chinh, Chairman of the municipal People’s Committee, says the IOC demonstrates the commitment of the Da Nang authorities to digital transformation and building a smart city.
“Da Nang has piloted an urban governance model which focuses on monitoring authorized tasks. Da Nang decided to create a monitoring and operations center and set implementation tasks back in 2020. There still remains work to do to make Da Nang a smart city, so we need to accelerate the digital transformation process,” said Chinh.
Thanks to digital transformation, Da Nang has been recognized by many domestic and international agencies and organizations. Between 2020 and 2022, Da Nang was named the Best Vietnam Smart City by the Vietnam Software and IT Services Association (VINASA). The city ranks first in the provincial digital transformation index, leading in all three criteria – digital government, digital economy, and digital society.
