(VOVWORLD) - Digitizing documents, handling procedures regardless of administrative boundaries, shortening procedure handling time, and forming a digital citizenship are all practical outcomes of implementing an interconnected one-stop model. All ministries, sectors, and localities have been fine-tuning their systems and applying IT in completing administrative procedures, with the completion rate on-time or ahead of time exceeding 95%.

The project to create an interconnected one-stop mechanism for completing administrative procedures was approved by the Government in March 2021.
Innovation in ignoring administrative boundaries and sharing the benefits of digitizing documents is estimated to have saved about 410 million USD.
One month ago, Pham Thi Le of Luong Phi commune in Tri Ton district, An Giang province, registered for a land use rights certificate at the district office. She received the certificate in just 20 days, quicker than the one month suggested by regulations.
Le recalled,“The district sent officials to measure my piece of land and gave me an appointment letter. A woman at the agency told me what I needed to do. It was very soon that I got my document.”
At the “one-stop-shop” bureau of Tri Ton district, people need to get ordinal numbers, submit documents to the interconnected one-stop-shop section and receive an appointment letter.
The system automatically sends an SMS message to the applicant with the results. An evaluation and scoring system makes it easy for people to give feedback on the attitudes of civil servants and public employees. People can submit e-documents themselves.
Do Minh Tri, Deputy Chairman of the Tri Ton district People’s Committee, insisted that civil servants working in the one-stop section have a strong sense of responsibility to the people, which has made the handling of administrative procedures go smoothly.
“The district and commune administrations are addressing 5 fields on the spot transparently. People can click a ‘criticism’ button to call attention to any official with a bad attitude. We’ll investigate immediately and promptly make any necessary adjustment,” according to Tri.

The Dak Lak provincial Public Administrative Service Center receives, processes, and returns the results of administrative procedures for 20 departments, two of which are the provincial police and the provincial social insurance – the agencies under the central government’s management.
All the administrative documents and procedures of these agencies handled at the Center are done through the province's electronic system using specialized software.
Luong Trung Thanh, a resident of Ea Hleo district, said that it takes just 5 minutes to complete all the necessary procedures to apply for a driver's license renewal and the results are returned by post.
Thanh recalled, “In the past, it took multiple steps to get paperwork done, but now only a short time. Everything is quick and convenient.”
To improve administrative procedure handling, the Center is promoting "no waiting" procedures, which are simple and don’t involve multiple agencies and units. That is saving people a lot of time.
Associate Professor Dr. Ngo Thanh Can, former Vice Dean of the Administrative Organization Department of the National Academy of Public Administration, said he believes the model has streamlined the public administrative service apparatus.
“The interconnected one-stop mechanism for handling administrative procedures reduces the time of administrative transactions, the number of administrative sections needed, the cost of paper, and waiting time. The most important thing is creating public satisfaction and trust,” said Can.
All localities nationwide have promulgated plans to implement the "interconnected one-stop-shop" mechanism for handling administrative procedures.
Under the plan, by 2025 processing of records, documents, and administrative procedures will be digitized at all one-stop sections of departments, sectors, and district- and commune-level administrative agencies.
The model has contributed to creating digital citizens and digital businesses toward building a digital government, a digital economy, and a digital society in Vietnam.
